Fatawa of Ahmad Riza Khan (1856-1921) founder of Barelavi school of Sunnism are compiled in Fatawa-i-Rizvia. It is the most important collections of fatawa for Brelavis whereas Mufti Kifayatullah ke Fatawi (the collections of the fatawa of Mufti Kifayatullah,) is the prominent source of fatawa for the followers of Deobandis.

So according to this information its fatwa not Hadees.Till now I have not looked it in sah-e-muslim
