Yes you are right, No Admin or Moderator is allowed to participate in competitions or Lucky draws, Omer is not allowed to do so.

About Omer's top position, he is one of the top contributor of the site and there is nothing bad to it... i myself am Admin of few other site and am in top 5 posters.... whats wrong with it?
