Carbon dioxide is polar in nature and has partial poles

and C02 is molecular formula

while Si02 is Empirical formula

SiO2 lives in form of network. A sophisticated chain network. So when many molecules join it forms a solid type structure

while CO2 remains separate so it does not form network.
